በታላቁ የኢትዮጵያ ህዳሴ ግድብ ድርድር ዙሪያ የተሰጠ መግለጫ

የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የውጭ ጉዳይ ሚኒስቴር እና የውሃ፣ መስኖ እና ኢነርጂ ሚኒሰቴር የአሜሪካ የግምጃ ቤት ዲፓርትመንት ሴክሬታሪ በየካቲት 21 ቀን 2012 ዓ.ም. (እ.ኤ.አ. በ28 ፌብሩዋሪ 2020) የታላቁ የኢትዮጵያ ህዳሴ ግድብን በተመለከተ ኢትዮጵያ ያልተሳተፈችበትን ስብሰባ ተከትሎ የወጣውን የፕሬስ መግለጫ በከፍተኛ ቅሬታ ተመልክተውታል።

ስብሰባው የተካሄደው ኢትዮጵያ አስቀድማ ለግብጽ፣ ለሱዳን እና ለአሜሪካ ስብሰባው ለሌላ ጊዜ እንዲተላለፍ አሳውቃ እያለ ነው፡፡ የግድቡ ባለቤት የሆነችው ኢትዮጵያ በመርሆዎች መግለጫ ስምምነቱ መሰረት የግድቡን ሙሌት ከግንባታው ትይዩ በፍትሐዊ እና ምክንያታዊ አጠቃቀም እና ጉልህ ጉዳት ያለማድረስ መርሆዎች መሰረት የምታከናውን ይሆናል።

ኢትዮጵያ የግድቡን የመጀመሪያ ሙሌት እና የውሃ አለቃቅ መመሪያ እና ደንብ ለማዘጋጀት የሚደረገው ድርድር ተጠናቋል በሚል የተሰጠውን መግለጫ አትቀበልም። በዋሽንግተን ዲሲ የግብጽ ዐረባዊት ሪፐብሊክ ፈርሞበታል የተባለው “ረቂቅ” የሶስቱ ሀገራት የድርድርም ሆነ የሕግ እና ቴክኒክ ቡድኖች ውይይት ውጤት አይደለም። የቴክኒክ ጉዳዮች ድርድሩም ሆነ የሕግ ማዕቀፍ ዝግጅቱ ላይ የሚደረገው ድርድር አልተጠናቀቀም፡፡ ኢትዮጵያ የታላቁ የኢትዮጵያ ህዳሴ ግድብ የመጀመሪያ ሙሌት እና የውሃ አለቃቅ መመሪያ እና ደንብ የሚዘጋጀው በሶስቱ ሀገራት ብቻ
እንደሆነ አቋሟን ቀድማ አሳውቃለች።

ኢትዮጵያ ግብጽ እና ሱዳን በሚያውቁት እና በተስማሙበት እንዲሁም በመርሆዎች መግለጫ ስምምነት መርህ አንቀጽ ስምንት አድናቆታቸውን በሰጡት ሂደት መሰረት ሁሉንም የግድብ ደህንነት የሚመለከቱ ጉዳዮች በዓለምአቀፍ የባለሙያዎች ቡድን ምክረ ሃሳብ መሰረት የተሰጡትን ምክረ-ሃሳቦች መፈጸሟን ትቀጥላለች።

የታላቁ የኢትዮጵያ ህዳሴ ግድብ የመጀመሪያ ሙሌት እና የውሃ አለቃቅ መመሪያ እና ደንብን ለማዘጋጀት ቀሪ መሰረታዊ ልዩነቶችን ለመፍታት ኢትዮጵያ ከግብጽ ዐረባዊት ሪፐብሊክ እና ከሱዳን ሪፐብሊክ ጋር የጀመረችውን ሂደት ለመቀጠል ቁርጠኛ ናት።
